Section C (For Noncommercial broadcasters only)

On its analog channel, and its primary digital stream, a station must air 60 seconds per day of on-air consumer education, in variable timeslots, including at least 7.5 minutes per month between 6 pm and 12 am. Beginning May 1, 2008, this requirement doubles, and beginning November 1, 2008, it increases again, to 180 seconds per day and 22.5 minutes per month between 6 pm and midnight. It must also run one 30 minute transition education piece once (See rules for additional details).

DURING THIS QUARTER WE CONDUCTED (4) SPEAKING ENGAGEMENTS. KCPT REPRESENTATIVES DISCUSS WITH EACH GROUP THE CHANGES THAT ARE COMING TO TELEVISION BROADCASTS FEBRUARY 17TH, 2009. WE EXPLAIN THAT THEY WILL NOT BE RECEIVING OVER THE AIR BROADCASTS IF THEY DON'T HAVE A NEW TELEVISION WITH A DIGITAL TUNER OR A CONVERTER BOX. WE PROVIDE THEM WITH THE TELEPHONE NUMBER AND THE CONVERTER BOX COUPON WEBSITE. WE ALSO EXPLAIN THAT IF THEY SUBSCRIBE TO A SERVICE THAT DELIVERS TELEVISION, EITHER VIA CABLE OR SATELLITE DISH, THAT THEY SHOULD NOT HAVE TO MAKE ANY CHANGES DEPENDING ON THE SERVICE PROVIDER. WE OFFER HANDOUTS THAT EXPLAIN THESE SAME TOPICS AND ALSO LIST THE PHONE NUMBER AND THE WEBSITE TO REQUEST THE COUPONS. DURING THESE PRESENTATIONS, KCPT STAFF TAKES A RECEIVER AND DEMONSTRATE HOW IT IS TO BE CONNECTED TO THEIR TELEVISION AND ANTENNA.
